I'm thinking they might be for Militzia or VOKhR, since all the original NKVD tunics I've ever seen have red enamel ones..

тов. Пиун: It's look like "Militzia". If you know, NKVD include "Militzia".
Rob: Yes - my first thought was that they were for Militzia as well. In fact, when I think of it, creating a GPW-era Militzia uniform might be an interesting thing to do occasionally, showing people what non-combatants wore and did away from the actual fighting.
